During the Pandemic the balance between individual privacy rights and public interest has shifted firmly towards mass surveillance and data collection. This is against the background of the post 9-11 trend in which vaguely defined security needs are used to justify wholesale online communications surveillance, and a pending explosion of new technologies to track activity in the physical world.
